Install LogQuill
Add the app to your Jira site, let it bring in your people and past worklogs, and become its first administrator.
Who: a Jira site administrator.
Install from the Marketplace
In Jira, open Apps, then Explore more apps, and search for LogQuill.
Choose Get app and confirm. Jira lists what the app is allowed to do: read the people on your site and their email addresses (when they share them), and read and write work on issues, which is what logging time is.
Open the app from Apps, then LogQuill, in Jira's top bar.
The first time it opens
LogQuill brings in the people on your Jira site and the time already logged in Jira, so everything is there from day one. A welcome screen shows how far it has got. On a large site this can take a few minutes. You can start using the app straight away: older worklogs keep appearing as they arrive.

Install the app on a site with some existing worklogs (or reinstall it), then open Apps → LogQuill. Capture the "Thank you for installing LogQuill" screen while the progress is showing.
From then on, LogQuill keeps in step with Jira on its own: a worklog someone logs, edits or deletes in Jira appears in LogQuill within moments. See Jira sync.
Become the LogQuill administrator
Nobody is a LogQuill administrator right after installing. Any Jira site administrator (someone with Jira's Administer Jira global permission) can take the role:
In LogQuill's sidebar, open Admin.
Choose Become an admin (or Make me the admin).
You can then give roles to everyone else. Being an organization admin in Atlassian Administration is not the same as administering the Jira site: LogQuill asks for the Jira permission.

Sign in as a Jira site administrator who isn't a LogQuill admin yet, open LogQuill, then Admin in the sidebar. Capture the "You're a Jira administrator" card with its Become an admin button.
Make LogQuill Jira's time tracking provider
So that all time goes through LogQuill's rules (timesheet locks, daily limits, required fields), make LogQuill the way time is logged on your site:
In Jira, open Settings (the gear), then Issues, then Time tracking.
Under the time tracking provider, pick LogQuill.
Jira then hides its own Log work button and Work log tab on issues, and people log time from LogQuill. Until you do, time logged with Jira's own button still reaches LogQuill through the Jira sync, but without LogQuill's rules: it can land in a locked timesheet or go past the day's working hours. The General tab of LogQuill's admin area tells you which provider Jira uses.

As a Jira administrator: Jira Settings (gear) → Issues → Time tracking. Capture the provider choice with LogQuill selected.
